Review of Sanitary Code for Retail Food Establishments in the United States of America

Abstract
Food safety programs are important for retail food establishment because many people consume foods prepared at restaurants, school cafeteria, takeouts, groceries, and fast food establishments. Sanitary code for retail food establishments of America was reviewed in order to introduce the contents of regulation and law enforcement mechanisms. The principles of the code are as follows: 1. Guidelines of food safety and hygiene are prepared by the federal government (Food and Dining Administration). The state government makes laws and regulations regarding to food safety and hygiene of retail food establishments. The local government (municipal government) may adopt the state sanitary code or make sanitary ordinance. In many cases, local government adopts the state sanitary codes. 2. The sanitary code covers all food establishments including hospital kitchens, hotels, school cafeterias, fast food restaurants, takeouts, groceries, supermarkets, bars, saloons, and ice cream shops. Military establishments are inspected by military authorities. In order to open a food establishment, the owner has to get a permit from building department on Zoning, and then he has to submit floor plan to the local health department. The floor plan has to be reviewed and approved by the health department. Health inspector makes a pre-operation inspection before the owner opens the food establishment. If the establishment has no violations, the health department approves the establishment. 3. The sanitary code emphasizes the sources of foods, food protection, and personal hygiene, disinfections of equipment and utensils, sanitary facilities, pest control, and sanitary control of vending machines. Health inspectors make routine inspections, and they make inspections when they get complaints from customers. When food borne illnesses are reported from an establishment, they make special inspections and investigations. The health department conducts health education to food handlers and managers.
